Forum «International cooperation in the Arctic: new challenges and development vectors»

On October 12–13, 2016, Russian International Affairs Council held the international conference «International cooperation in the Arctic: new challenges and development vectors», attributed to the 20th anniversary of the Arctic Council. IE RAS was represented by leading scientific associate Valery Zhuravel.

The first day provided for 6 expert sessions. At the session «New players in the Arctic: challenges and possibilities for international cooperation» participants reviewed the strategy and policy of Asian countries in the Arctic – China, South Korea, Japan, India, Singapore – and their possibilities for international cooperation. Then experts turned to shipping traffic regulation in Bering Strait, peculiarities of realization of modern Arctic projects with account for the interests of native population and environment. International cooperation in education and science, and acute problems of military security and presence in the region were discussed as well.

The second day was opened by the session «Role of the Arctic Council in securing peace, cooperation and sustainable development in the Arctic». The participants were greeted by I.S. Ivanov, RIAC President, former Russian foreign minister (1998-2004), D.О. Rogozin, Deputy Prime Minister of Russia, Chairman of the State Commission on Arctic development, S.B. Ivanov, Special representative of the President of RF on environmental protection, ecology and transport, А.N. Chilingarov, Special representative of the President of RF on international cooperation in the Arctic and Antarctic, Chairman of Scientific and expert council of the State Commission on Arctic development, member of the Russian State Duma, John Tefft, Ambassador Extraordinary and Plenipotentiary of USA to Russia, David Benton, Representative of the US Commission on Arctic exploration, Mikko Hautala, Ambassador Extraordinary and Plenipotentiary of Finland to Russia, Frederic Paulsen, Chairman of Board, Ferring Pharmaceuticals, honorary member of the Russian Association of Polar Explorers, founder of Swiss Polar Institute. Welcome address of Russian Foreign Minister, Chairman of RIAC Supervisory board S.V. Lavrov was read by V.V. Barbin, Chief representative of Russia to the Arctic Council, Ambassador at large of Russian foreign ministry. On the same day the participants discussed legal regulation of activities in the Arctic, as well as the economic potential and development projects of Arctic territories.

Russian and foreign experts underlined the considerable contribution of the Arctic Council to exploration and development of the region. Despite different approaches to region exploration and national interests’ protection in the Arctic, the states of the region demonstrated high level of consensus work, providing for cooperation, respect and trust.

Leading scientific associate of IE RAS Center for Northern European studies Valery Zhuravel delivered the reports «Asian countries in the Arctic Council: cooperation prospects» and «NATO in the Arctic», and gave live comment on first results of the forum at RIAC web page.
