Russian-German conference "Waste Treatment: Management, Financing, Organization"

On April 4, 2016, deputy IE RAS Director V.B. Belov and Head of Center for Ecology and Development S.А. Roginko took part in Russian-German conference "Waste Treatment: Management, Financing, Organization", organized by Ministry of Natural Resources and Environment of RF, German Society for International Cooperation and Federal Ministry of Ecology, Nature Preservation, Construction and Safety of Reactors (Germany).

The conference subject attracted attention of many Russian regions: Moscow and Moscow region, Saint-Petersburg, Leningrad region, Yaroslavl region, Penza region, Tula region, Bryansk region, Smolensk region, Tyumen region, Belgorod region, Kalmykiya and Tatarstan. On the part of Russian authorities, representatives of Ministry of Natural Resources and Environment and Ministry of Construction delivered the report, covering such novelties of Russian legislation, as extended responsibility of producer and implementation of regional operators’ system.

Representatives of German authorities spoke on sector experience of legal regulation on federal and regional levels, practical examples of financing on municipal levels, elaboration of reference books on best available technologies in treatment and thermal waste disposal.

During the podium discussion, moderated by V.B. Belov, Russian and German experts discussed the problems of separate collection system implementation, possible forms of public-private partnerships in waste treatment, Russian-German cooperation in this sphere, and replied to the audience questions.
