IE RAS presents Analytical papers of IE RAS No 25, 2025 «Norway's New Arctic Strategy 2025: Challenges and Risks for Russian Interests in the High North» (in Russian) by Sergey Grinyaev, Doctor of Technical Sciences, Chief Researcher at the Center for Arctic Research of the Department of Country Studies, Institute of Europe, Russian Academy of Sciences.
The article analyzes Norway's new Arctic strategy, presented on August 26, 2025. Key changes, compared to the 2017 strategy, are explored, including strengthening the defense component, deepening integration with NATO and expanding military cooperation with countries of the region. Main challenges for Russia related to the enhanced NATO's military presence in the Arctic region, reduction of Russian presence in international Arctic organisations, and increasing pressure on Russia's position in Svalbard have been demonstrated. Options of Russia’s response in the short and medium term are presented.
