In December 2020 the Institute of Europe and the Institute of the US and Canadian Studies of the Russian Academy of Sciences with the support of the European Leadership Network published Recommendation of the participants of the expert dialogue on NATO — Russia military risk reduction in Europe.
The document was signed not only by the participants of the Working Group but also by a significant number of other specialists, former politicians, diplomats and retired military people. Today we place on our website Recommendation with an updated list of signatories.
Besides, we would like to note that since December a number of ideas, expressed in the document, have come true. For example, New START was extended for 5 years and Moscow and Washington agreed to continue exchange of opinions on the prospects of further negotiations on arms control. Moreover, Russia decided to postpone the start of the procedure of withdrawal from the Open Skies Treaty giving the US time until summer to define its position on OST. We hope that in the course of time other proposals included in Recommendations on conventional arms control in Europe as well as on consequences of the US withdrawal from the INF will be used by Russia and NATO member-states to deescalate the situation.
