IE RAS presents Analytical papers of IE RAS No 42, 2026 «The New EU Arctic Strategy: Geopolitical Pivot, Structural Constraints and Russia’s Interests» (in Russian) by Sergey Grinyaev, Doctor of Technical Sciences, Chief Researcher at the Center for Arctic Research of the Department of Country Studies, Institute of Europe, Russian Academy of Sciences.
The author analyses the updated Arctic strategy of the European Union presented on 20 October 2026. He examines the geopolitical conditions of its adoption, key differences from the 2021 documents, the drafting process, and contradictions between supranational bodies and member states. Issues of militarization, interaction with NATO, economic resource development, transport routes, and technological support are considered. It is concluded that there is a gap between Brussels’ political rhetoric and its real capabilities, and that adjusting Russia’s Arctic policy is advisable in light of accumulating restrictive mechanisms.
