On May 27, 2016, senior scientific associate of IE RAS, Ambassador Extraordinary and Plenipotentiary I.N. Sherbak took part in parliamentary hearings, led by Chairman of the International Affairs Committee of Russian Federation Council К.I. Kosachev. Deputy Foreign Minister S.A. Ryabkov delivered a report on the state of execution of international disarmament treaties. The hearings were attended by representatives of the Federation Council, Security Council and federal authorities, as well as scientific community (Institute of USA and Canada RAS, IMEMO RAS, MGIMO, Diplomatic Academy etc.).
For the first time in fifty years of negotiations the world is now facing the real threat of losing legal control over nuclear disarmament. The negotiations on disarmament and non-proliferation are in dead end, and the system of key treaties is being eroded, largely due to the US plans of unprecedented modernization of its nuclear potential, coupled by the unwillingness of the US to join anti-missile defense limitation and the international treaty on arms prohibition in space, proposed by Russia and China. Russia stands for further nuclear weapons limitation and creation of proper conditions for nuclear disarmament without negative impact on international security and stability.
Special attention of the hearings, in current complicated international conditions, was drawn to the necessity of elevating parliamentary diplomacy to a new level, primarily in the sphere of supervision over international disarmament execution. In pursuing this goal, specific recommendations to federal authorities and Federation Council Committees on International Affairs and on Defense and Security were elaborated to ensure efficient parliamentary provision of negotiations on arms control.
